In response to the changes in the global economy and their impact on the French economy, France has launched a wide-ranging industrial strategy focusing on the key factors of industrial competitiveness, particularly R&D-led innovation.

This strategy outlines the context and issues of the competitiveness clusters policy.
Pursuant to the decisions adopted by the French government on 13 December 2002, a series of measures were defined to promote clusters at the CIADT meeting on 14 September 2004 (CIADT: interministerial committee for regional planning and development).

France’s industrial competitiveness is driven by strong involvement of regional players. Competitiveness clusters are underpinned by local synergies between the industry, research and training communities.

This is why the CIADT decided to select 66 clusters on the basis of a call for projects (the first in the spring of 2005). Project proposals are contributed by the main players in the future clusters (businesses, research centres and higher education hubs).
